Ontario Immigration Employer Job Offer Category to target Manufacturing Labour Shortage - Merit Immigration

2020-01-16 – The Ontario Immigrant Nominee Program is set to add 13 manufacturing jobs to the eligible occupations under the popular Employer Job Offer category.

Candidates for the new National Occupational Classification codes will only be eligible if their job offer is outside of the Greater Toronto Area.

A proposed regulation amendment posted on Wednesday, January 15, would see the new NOC codes applicable to all three Ontario immigration Employer Job Offer streams: Foreign Worker, International Student and In-Demand Skills.

The proposal states: “The purpose of the proposed amendment is to respond to regional feedback so the OINP is more responsive to labour market needs in manufacturing sectors in communities outside the GTA that do not see significant levels of immigration.”

  • 9437 Woodworking machine operators
  • 9418 Other metal products machine operators
  • 9526 Mechanical assemblers and inspectors

The new NOC codes would be added to the existing 10 that already apply specifically to the In-Demand Skilled stream, with no geographical limitation.

  • NOC 7521 Heavy equipment operators (except crane)
  • NOC 8431 General farmworkers
  • NOC 8432 Nursery and greenhouse workers
  • NOC 8611 Harvesting labourers
  • NOC 7611 Construction trades helpers and labourers
  • NOC 9462 Industrial butchers, meat cutters, poultry preparers, related workers

As well as adding the NOC codes, the amendment also proposes to remove settlement fund requirements for the category and introduce limits on the number of applications for approval of an employment position that can be submitted in a calendar year.

The removal of the settlement fund requirement is intended to reduce the administrative burden on OINP staff.

The limited number of applications will apply only to the International Student and Foreign Worker streams.

The proposed change is designed to “ensure no single work location seeks a disproportionate number of foreign workers, and reinforce the requirement that employers seek to hire Canadian citizens or permanent residents first.”

Limits are proposed as follows:

One application per five existing permanent and full-time employees (employment position within the GTA).
One application per three existing permanent and full-time employees (employment position outside the GTA).

The proposals are open for stakeholders to comment until March 2, 2020.
